It's a terror device that requires no explosives, no guns, and a low risk of prior detection. As we saw in Toronto on Monday, just a rented van and a crowded sidewalk is all the terrorist needed to kill ten and injure many others. The attack hasn't been declared an act of terror, it would seem to be a distinction without a difference. Former FBI special agent and ABC security consultant Steve Gomez says the threat of people using vans to plow people down will require cities to re-think the design of pedestrian spaces.
