The Department of Homeland Security issued guidelines last week that clarify the priority that will be taken in finding and deporting illegal immigrants, placing those that have committed crimes that are here illegally at the top of the list. But, like all government edicts, there are some gray areas and John Malcolm, director of the Legal Center at the Heritage Foundation, gave u some clarity on those gray areas.
