Federal Board Updates 'Horizon Biofuels' Explosion

A federal agency updates its continuing investigation into the fatal July explosion at "Horizon Biofuels" in Fremont, with the board chairperson saying the tragedy should not have happened.  

The U.S. Chemical Safety and Hazard Investigation Board says at this point, preliminary evidence points to a combustible wood dust explosion the chairperson says is a well-known and completely avoidable hazard in wood processing.  

The State Fire Marshal's Office earlier ruled the explosion was caused by an accidental dust fire.  

A Biofuels employee and his two young daughters who happened to be at the site died in the explosion and fire.
