Lawsuit Over Iowa Puppy Mill Licensing Stalls in Federal Court

(WEST POINT, IA) -- A federal lawsuit over animal-welfare law enforcement at Iowa puppy mills remains at a standstill while a judge reviews motions in the case.

The ASPCA sued the U.S. Department of Agriculture and former Secretary Tom Vilsack, alleging the agency failed to enforce the Animal Welfare Act in licensing breeder Steve Kruse. The USDA has asked for the case to be dismissed, arguing enforcement is at the secretary’s discretion.

No ruling has been issued, and Kruse continues to operate his West Point kennel under USDA licensure.
