Investigators say the body was in a vehicle that was discovered around 1:15 Wednesday morning by an officer on routine patrol.
He saw the vehicle in the lake with its headlights and tail lights on.
A water rescue team was dispatched and eventually found the body of a woman, who has not been identified.
The scene was along Carter Lake Shore Drive West, north of Locust St.
