Omaha Begins Using `Barnacles' On Cars With Outstanding Parking Tickets

Omaha drivers who refuse to pay their parking tickets will have to deal with The Barnacle beginning Monday. It's a yellow panel that attaches to the windshield and blocks the driver's view until he or she pays up.

The device has two suction cups that apply several hundred pounds pressure on the driver's side of the windshield.

The city will put a Barnacle on a windshield if a driver has three or more past due parking tickets or more than $108 in parking fines. Once the offenders pay up they will get a code by calling a number on the Barnacle that will release the device.

They will then be required to return it to a drop off location within 24 hours.
