A Waterloo man is behind bars after trying to get into the Nebraska State Patrol Building near 108th and I around 8 Thursday morning. Dispatchers saw him checking doors.
49 year old David Masio then struck up a conversation with a woman in a parking lot. He soon released that woman was an NSP investigator and he got into his truck.
A trooper in uniform approached Masio and observed his actions. He then asked another trooper, a Drug Recognition Expert to investigate. An evaluation followed and it was determined that Masio was under the influence of drugs.
Masio was arrested for driving under the influence, 3rd offense and possession of drug paraphernalia. He was booked into the Douglas County Jail.
