Council Bluffs Man Killed Working On Flood Damaged Interstate

The Iowa State Patrol says a Council Bluffs man was killed Tuesday night after his dump truck was hit by a semi along a stretch of Interstate 29 that is closed due to flooding.

Sgt Nathan Ludwig says just before 6:00 the semi driver was heading northbound in the southbound lanes in the construction zone near Bartlett, Iowa in Fremont County.

"He then crossed into the northbound lanes using a concrete crossover and failed to see the dump truck, which was also northbound."

The pickup truck rolled over killing the driver, 24-year-old Vincent Flanagan of Council Bluffs. The driver of the semi, 63-year old Noello Orihuela of Bennett, Colorado was not hurt. Ludwig says both men were working on the cleanup of the flood damaged interstate.

"I think there may have been some debris in the area that may have prohibited some good visibility," Ludwig says. "You want to make sure all of the debris is out of there and everybody's working hard to do this stuff and then you have an accident like this."

The investigation into the accident continues.
