The Bayliss Park fountain in downtown Council Bluffs was bubbling over Monday morning after someone poured car wash detergent into the water.
City officials say they flushed the system and it took about two hours to get the fountain back in operation.
There are no immediate signs of any damage, but the parks and recreation director says they will be monitoring it for the next couple of days. The fountain will be shut off through Monday.
