Council Bluffs Police say the mother of two small children has been arrested after leaving her two and four year old children in a vehicle Tuesday morning. They were found in a vehicle in the parking lot of 3271 Market Place Drive by a concerned citizen, who then provided them shelter in her vehicle until police arrived.
The investigation revealed the kids had been left unattended in the vehicle for approximately 45 minutes. The vehicle the children were in was not running, unlocked and the window was partially down. The children were only wearing light clothing. The outside air temperature at the time of the incident was 5 degrees with a -14 to -15 degree wind chill.
The mother of the children was located by police after she came out of the Boot Barn Store. 25 year old Stephany Moses was placed under arrest for two counts of Child Endangerment.
The children, who were not injured, were placed into protective custody and the Department of Human Services was contacted.
