Lincoln Police are looking for help in locating Billy Cooper, a 24 year old with developmental disabilities.
Billy was last seen at 8:30 Thursday morning at his Community Support home near 22nd and O Street.
He is described as 5' 9" tall, weighing 190 pounds with brown hair and blue eyes. He was wearing a dark colored hoodie and pants and carrying a blue and black backpack. Authorities say he frequents the downtown Lincoln area, particularly the library.
