The Council Bluffs Police Emergency Services Team and police negotiators peacefully ended a short stand off last evening.
Officers were sent to 114 South 7th St. to look for a wanted party, who was reportedly armed and in possession of body armor. Police say 21-year old Bluffs resident Ozzie Palen was inside an apartment.
After the area was secured, and following a short negotiation, Palen surrendered without incident. Police say he was arrested on a domestic abuse warrant, an aggravated misdemeanor. Seven others in the apartment were questioned and released.
