Mayor Jean Stothert says she'll be sending a letter to the City Council to inform members of her decision to veto the resolution passed Tuesday by the Omaha City Council to extend voting rights to persons who live outside the City.  

The resolution has sparked debate between those who say giving people who don't pay city taxes a vote is unconstitutional, and those who say residents living in a 3-mile zone outside city limits are often subjected to city laws and regulations and should therefore get a vote.

The council voted 4-3 for a resolution to lobby the Nebraska Legislature next year to pass a bill that would allow the change.
